Guiding Us Toward our Vision
Insight Memory Care Center has an active Board of Directors to guide the organization in meeting our mission. Board members provide a wide array of skill-sets, which brings diversity to the group. They have backgrounds in law, finance, non-profit management, healthcare, and many other fields. The Board also includes individuals with direct dementia experience, either as a caregiver of someone with the disease, or in the healthcare field. Finally, family members of former program participants also make up the Board. The diverse perspectives help Insight to evaluate goals from many different angles, and helps ensure we meet our mission.

Ginger Noce
Ginger Noce is the co-founder of Silver Bridges Consulting, specialized consulting firm that helps families and their loved ones find the ideal senior living community and to transition seamlessly. Silver Bridges Consulting supports clients in the DC-metro area as well as across the country.
Prior to launching Silver Bridges Consulting in June 2023, Ginger spent 30 years as a senior sales leader for organizations including FedEx, Corporate Executive Board (now Gartner) and 5 IT start ups. She is known as a results-driven leader with a proven history of transforming sales organizations, driving revenue growth, and creating a culture of coaching, accountability and continuous improvement. Her expertise is in building high-performing teams by focusing on people, process and performance management. She is an inspirational leader with an appreciation for rolling up her sleeves to close gaps and drive results.
Ginger lives with her wife, Kristy Kennedy, of 30+ years in Washington, DC. They have 3 adult children. They are also volunteer puppy raisers for Canine Companions - a national organization that enhances the lives of people with disabilities by providing highly trained service dogs at no charge to the recipient.

Tiffani C. Moore
Tiffani C. Moore is employed with the Federal Housing Finance Agency (FHFA), the prudential and mission regulator for the government-sponsored enterprises: Fannie Mae, Freddie Mac, and the eleven Federal Home Loan Banks (FHLBanks), as the Manager of the FHLBank Affordable Programs Branch and provides expert analysis and advice on regulatory policy and legal matters involving the FHLBanks and national housing markets with an emphasis on affordable housing and community investment.
Prior to joining FHFA, Tiffani supported the U.S. Department of HUD, Harris County, TX, and a member of Congress with her expertise in affordable housing finance, homelessness assistance/prevention policy development, and neighborhood revitalization.
In addition to her board service with Insight Memory Care Center, Tiffani is a director on the following boards: Good Shepherd Housing & Family Services and the Northern Virginia Delta Education & Community Service Foundation, and is the President-Elect of Women in Housing & Finance, Incorporated. She is a member of the Northern Virginia Alumnae Chapter of Delta Sigma Theta Sorority, Incorporated, the Junior League of Washington, DC, and the University of Virginia Darden School of Business’ Dean’s Diversity Advisory Council. Tiffani is also a member of Leadership Fairfax’s Class of 2021.
Tiffani has been recognized by Women in Housing & Finance, Incorporated; the Leadership Center for Excellence, and her alma mater, Dillard University, as a 40 Under 40 Honoree demonstrating excellence in her personal, professional, and philanthropic endeavors.
A Houston, Texas native, Tiffani has a Bachelor of Arts in English, magna cum laude, from Dillard University, a Master of Urban Planning from the University of Michigan, and a Master of Business Administration from the University of Virginia where she was awarded the C. Stewart Sheppard Distinguished Service Award.

Kathy MacDonald
Kathy A. MacDonald has extensive global financial management experience including nearly 40 years in industry-leading companies. Prior to retiring in 2023, she specialized in operational finance, investor relations, crisis management, and strategic planning. Kathy most recently worked at Brookdale Senior Living as the Senior Vice President of Investor Relations (IR). In that role, she led the IR section of the public turnaround strategy and business initiatives, and successfully defended the company for two years of activist campaigns. In addition, she was recognized for her leadership in Environmental-Social-Governance (ESG) efforts, and was a speaker at a prominent industry conference. Prior to her years serving seniors, Kathy worked at Mead Johnson Nutrition as the Vice President of Investor Relations, where she ranked as a top “IR Professional – Food Sector” for five consecutive years. Previously at Mead Johnson, Kathy was the Asia regional CFO, based in Thailand, where she managed over 100 financial professional across 10 countries. Her experience also includes nearly 20 years with Bristol-Myers Squibb as a leader in operational finance in the pharmaceutical, medical device, office-based oncology, consumer and manufacturing divisions. She started her career as an auditor at PricewaterhouseCoopers, one of the big-four accounting firms.
Kathy is a retired CPA and Chartered Global Management Accountant. She graduated Cum Laude from Rider University with a Bachelor of Science. Having worked and lived abroad for seven years, she continues to enjoy traveling to previously unvisited countries.
In addition to her board service with Insight Memory Care Center, Kathy is a volunteer with pediatric oncology-hematology patients at a large regional hospital.

Susan Stadsklev
Sue Stadsklev’s career has included management, marketing and finance. She holds a B.A. from the University of Virginia and an MBA from Virginia Tech. She is currently a Financial Advisor with Cetera Wealth Partners, one of the leading independent wealth management firms with more than $34.5 billion in assets under administration as of September 30, 2023. At Cetera, Sue’s purpose is to deliver best-in-class financial advice to individuals and families with the intent of helping them achieve their version of financial well-being through Advice-Centric Experience TM. Previously, she was with Voya Financial, Inc., a firm recognized by the Ethisphere Institute, a global leader in defining and advancing the standards of ethical business practices.
Her sense of duty and accomplishment have contributed to building her extensive professional networks and enabled long-term relationships with her clients.
Sue has served on the Board of Directors for Insight Memory Care Center since July 2020. She also serves as an adviser to Wheels to Africa, a non-profit in Arlington, where she has contributed to the collection of more than 15,000 bikes and donated to needy communities across the globe.

David Posner
David is a seasoned professional with a deep-rooted passion for healthcare. A graduate of the University of Maryland and an MBA from George Mason University, his journey in the industry began in pharmaceutical sales before transitioning to senior care, where he discovered a profound connection to working with older adults.
His inspiration traces back to childhood visits to his grandparents in Silver Spring, Maryland. Engaging in heartfelt conversations and playing catch with his grandfather fostered a love for the stories and experiences of older adults.
Bringing over two decades of expertise in sales, marketing, operations, and business development, David joins Insight Memory Care Center’s board as a valuable asset. His leadership is complemented by a flair for public speaking, evident in his appearances on the Today Show, TEDx Stage, podcasts, national conferences, and webinars.
Beyond his professional pursuits, David finds joy in supporting his daughter's All Star cheerleading events, officiating basketball games, and creating cherished memories during vacations with his wife. His holistic approach to life and work reflects a genuine commitment to making a positive impact in healthcare and beyond.

Mark Epstein
Mark H. Epstein has extensive executive management experience with nonprofit organizations, including more than 30 years as the executive director of international, national, and regional professional health membership associations. This experience includes 20 years as the executive secretary of the International Society of Pharmacoepidemiology (ISPE), 12 years as executive director of the Society of Radiation Oncology, and 10 years as executive director of the National Association of Health Data Organizations. Prior to his association management career, Mark was a senior manager at the Health Systems Agency of Northern Virginia, a regional health planning agency, for 13 years. Mark retired in August 2019.
Mark has served on governing and advisory boards of several nonprofit and public organizations in Northern Virginia. He is a past president of The Ohio State University Alumni Club of DC. Mark was instrumental in establishing the Northern Virginia Long-Term Care Ombudsman Program, and the ISPE Emerging Leader Award. He currently volunteers his time and experience as a director on the Insight Memory Care Center Board.
Mark received his Doctor of Science degree in health policy and planning from Johns Hopkins University. The International Society for Pharmacoepidemiology awarded Mark its Distinguished Service Award.

Jaclyn Irvine
Jaclyn has spent her career working for a big 4 accounting firm, specializing in Asset & Wealth Management. Her experience includes the management of tax compliance engagements for a broad range of clients within the investment management industry and providing advice to enhance tax efficiencies for a diverse investor base, including not-for profits.
Jaclyn earned a B.S. in Finance and a MS in Accountancy from Wake Forest University in Winston Salem, NC. She is a CPA licensed to practice in the state of Virginia and is a member of the American Institute of Certified Public Accountants and Virginia Society of Certified Public Accountants.
She lives in Vienna, VA with her husband and two children.

Michael R. Shoemaker
Captain (Dr.) Michael R. Shoemaker currently serves as the Executive Officer to the Chief of Army G9 Requirements and Analysis. Before this assignment, he was Army Medical Department Mobilization Program Manager in the Office of the Chief Surgeon for the Army National Guard. In his current role, he oversees the program funding for 54 states to ensure equitable distribution and maintains detailed records of disbursements and impacts.
His prior assignments include serving as the Executive Officer, ARNG-G9; Deputy SPO, 169th CSSB; Medical Logistics Officer, 35ID; Patient Administration Officer, KSARNG Medical Detachment; Platoon Leader, 1077 Ground Ambulance Co; Platoon Leader, 2/137th CAB; Medical Operations Officer, 130th FAB. He has served in various other staff positions throughout his career.
He is a graduate of the Combined Logistics Captains Career Course, Medical Logistics Officer Course, and AMEDD Basic Officer Leadership Course. He received his commission and earned his Bachelor of Science in Sociology from Kansas State University in 2015, his Masters of Healthcare Administration from Park University in 2019, his Masters of Art in Teaching from Kansas State University in 2020, and his Doctor of Healthcare Education & Leadership from Rockhurst University in 2024.
His awards and decorations include the Army Commendation Medel, Army Achievement Medel, German Armed Forces Proficiency Badge, and the National Guard Bureau Staff Badge.
In addition to his Army role, he is an Adjunct Professor of Healthcare Administration at Park University, and an Adjunct Professor of Education at Rockhurst University. He has previously taught Career and Technical Education for Turner High School. Prior to working in education, he worked as a Licensed Nursing Home Administrator.
CPT Shoemaker and his wife Samantha, both from Kansas City, currently live on Fort Belvoir in Virginia. His wife is the Director of Curriculum and Quality Assurance for Crème de la Crème pre-school.

Shanika McCloud
Shanika McCloud is a seasoned financial advisor in the Washington, D.C. Metro area, bringing over 20 years of experience across real estate, banking, mortgage lending, and financial planning. Known for her entrepreneurial mindset and empathetic approach, Shanika helps individuals and families navigate complex financial decisions with clarity and confidence.
Her journey into finance was deeply personal. After losing her father to cancer, Shanika witnessed the financial vulnerabilities her family faced. That pivotal experience inspired her to pursue a career where she could help others avoid similar hardships through proactive, strategic planning. Today, she honors that mission by building tailored financial strategies rooted in education, transparency,
and trust.Raised in a military family, Shanika’s early life was shaped by global travel, which instilled in her a deep appreciation for cultural diversity and adaptability. She later lived and worked in Seoul, South Korea, teaching at the country’s top adult language institute—a role that sharpened her communication skills and broadened her global perspective.
Academically, Shanika earned a Bachelor’s degree in English and a Master’s degree in Integrated Marketing and Management Communications from Florida State University. These qualifications, combined with her real-world experience, enable her to analyze complex financial scenarios and offers solutions that are both strategic and practical.
Currently at Edward Jones, Shanika specializes in comprehensive financial planning, including wealth building, retirement strategies, and estate considerations. She is committed to delivering personalized guidance that empowers her clients to build lasting financial security.
Shanika’s career is a reflection of resilience, purpose, and service. Through her work, she transforms personal tragedy into impact—helping others prepare for the future while building meaningful legacies.

Henry Tran, MD
Henry Tran is a board certified cardiologist and Assistant Professor of Medical Education (UVa.). He has over 20 years of experience in medicine. He is CEO of Sana Research which is an independent clinical trials site dedicated to neurological and cardiovascular disease trials. Dr. Tran is a fellow of the American College of Cardiology and the American College of Physicians. He has received awards for his teaching and been recognized as a “Top Doc” by Washingtonian Magazine.
Dr. Tran is committed to community service and humanitarian work. He was volunteered on several medical missions in Vietnam throughout the TranTien Foundation.
Dr. Tran grew up in McLean, Va. He majored in History at the University of Virginia and then received his medical degree from Georgetown University. He completed his internal medicine residency and cardiovascular disease fellowship at NYU. In his spare time, Dr. Tran enjoys playing tennis, cooking, and running after his toddler.

Mary Gibert
Mary Gibert’s career spanned 40+ years as a public servant. She began her career in the USARMY and joined the federal government serving with DOD, IRS and GSA. The bulk of her career was spent at GSA. Mary was a member of Senior Executive Service providing leadership, knowledge, oversight and results. Her key leadership roles included, Director of the Office of Portfolio Management/Nation Capital Region, Regional Commissioner for the National Capital Region, Associate Administrator for the GSA Office of Civil Rights and the Federal Transition Coordinator for the Trump/Biden Presidential Transition.
Mary retired from Federal service in 2021 and has been using her extensive leadership, organizational and real estate experience as a volunteer serving as President of her homeowner’s association and several Insight Committees (Strategic Plan, Development and Real Estate Task Force).
Mary has deep passion for Insight and its mission. Her husband of nearly 40 years attended Insight prior to his death in 2024. The care and compassion and unique aspect of Insight has prompted Mary to contribute her skills and talents to Insight.
Mary enjoys traveling, hiking and spending time with her son, who lives in Atlanta GA.

Susan Infeld, RN
Susan Infeld is a native of Northern Virginia and a registered nurse with over 30 years of experience spanning multiple areas, including emergency departments and hospice nursing. Susan has spent the past 13 years practicing as a Faith Community Nurse in Reston. Her role is to provide pastoral support, education, advocacy, resources, and referrals to a parish of over 3000 families. Susan trained as a Certified Dementia Practitioner in 2013 and continues to support individuals and their families as they navigate this disease. Susan is an active member of the Western Fairfax Advocates for Healthy Aging and a strong supporter of “Reston for a Lifetime,” an advocacy and educational resource for individuals aging in place. Susan lives in Reston with her husband, a retired physician, and is both a mother and grandmother. She enjoys travel, music, and many lifelong friendships.

Thomas James
Thomas James recently retired from a 40-year career in commercial real estate in the DMV metro area. He served as a project manager for 8 years developing offices and hotels with Quadrangle Development Corporation. For 32 years, Thomas, worked with the federal government developing various public real estate projects with the General Services Administration, Public Buildings Service. His many years of experience as a project manager and agency executive provides Thomas with a keen ability to solve problems within organizations.
Thomas is committed to community service and humanitarian work. He served as a
mentor and board member with the ACE Mentor, Washington, DC chapter for over 15years. ACE Mentor is a non-profit that provides scholarships and introductory training for careers in commercial real estate to high school students. Thomas also has many years of experience working on food and clothing drives.Thomas grew up in Hampton, VA. He received his undergrad degree in finance from
the University of Virginia in Charlottesville. Thomas has a masters in real estate
investment and appraisal from the University of Wisconsin, Madison. In his spare time, Thomas enjoys participating in the local Argentine tango, ballroom and swing
communities. Thomas also enjoys painting, a new hobby he started during the recent pandemic.

Katie Hilburn
Katie Hilburn is a seasoned healthcare executive with over two decades of experience leading operations, administration, sales, and finance across senior living communities, with a specialized focus on serving individuals with cognitive impairment. Her career spans nationally recognized organizations such as Silverado Senior Living, Kensington Senior Living, and Sunrise Senior Living, where she has consistently driven excellence in care delivery and team performance. Kathryn’s leadership is deeply informed by her global humanitarian work, including field studies in India and East Africa, and her academic foundation in nonprofit management and religious studies from DePaul University. A recipient of multiple industry awards and a featured leader in Arlington magazine’s Women in Business, she is known for her strategic vision, empathetic leadership, and unwavering commitment to improving lives.
Outside of work, Katie is most fulfilled when she is spending time with her two wonderful daughters, Sydney (12) and Reece (9). Together, they enjoy hiking, taking long walks, playing golf, music, art, and baking together.
